BAKU, Nov 8 (Reuters) - Azerbaijan made no meaningful progress in its democratic development with a flawed parliamentary election, international monitors from the OSCE and Council of Europe said on Monday.
Monitors cited an 'uneven playing field', limited media freedom or freedom of assembly and cases of ballot stuffing in the vote won by the ruling party of President Ilham Aliyev.
