SANDY, UT -- (Marketwire) -- 03/11/11 -- SecureAlert Inc. (OTCBB: SCRA), a leading international provider of patented, wireless electronic monitoring systems and services to public safety agencies, announces that their subsidiary, Midwest Monitoring and Surveillance, Inc., has reached a five year, multi-million dollar contract with Hennepin County, Minnesota to provide a full array of electronic monitoring solutions for up to 500 of its offenders.
The Department of Community Corrections and Rehabilitation (DOCCR) utilizes electronic monitoring as a reliable, cost-effective means of monitoring offenders. These services are used with a variety of adult and juvenile offenders in both pre and post adjudication. Services rendered will include continuous alcohol monitoring, radio-frequency and GPS enabled devices. In September 2010 the DOCCR issued an invitation for bids, which received five vendors, two of which were able to provide the full services required. In obtaining this contract, Midwest Monitoring has been fully vetted by the DOCCR to ensure that their services meet the standards and requirements needed.
While the bid process focused on the lowest priced responsive bidder that could provide the full array of electronic monitoring services for the county, officials took the additional step of conducting a one-week demo of the SCRAMx System. According to John Hennessey, vice president of Strategic Accounts for Denver-based Alcohol Monitoring Systems, which manufactures the alcohol product, SCRAMx, proposed by Midwest, the bid process involved an extensive demo as well as an evaluation of the technology's ability to meet the evidentiary standards required by the courts. "The combination of a strong, full service EM provider and the history and reputation of our system all helped solidify the county's decision to utilize SCRAMx and Midwest Monitoring," said Mr. Hennessey. In the Request for Board Action Hennepin County Officials stated, "The alcohol monitoring technology proposed by Midwest has been shown to be more accurate than the technology currently used by DOCCR and the technology fully meets the evidentiary standards required by the courts."
