
APX, Inc., the leading infrastructure provider for environmental and energy markets, today announced the appointment of Kari Lynn Decker as Managing Director. Ms. Decker will be primarily focused on APX's regulatory and government affairs program, including the Western Climate Initiative and California's implementation of AB 32, its landmark greenhouse gas legislation. She will report to Gary Guzy, APX's General Counsel.
Most recently, Ms. Decker spent five years at the Sacramento office of Rose & Kindel, an international public affairs and communications firm that is part of Grayling Global. While at Rose & Kindel, Ms. Decker worked closely with legislative and policy leaders on a variety of environmental and energy related issues, including climate change and the expansion of renewable energy resources.
Prior to joining Rose & Kindel, she worked in California Governor Gray Davis' Administration, serving as the Governor's Senior Advisor and Director of Policy and as Undersecretary for the California Technology, Trade and Commerce Agency.
"Kari's wealth of public policy experience gained through senior level positions in federal and state government, combined with her expertise in the environmental and international commerce arenas make her an ideal addition to our regulatory and government affairs program," said Mr. Guzy. "She's a proven and respected executive and will play an important role as we work with government agencies and public policy makers to develop market-based solutions to address critical environmental issues such as global warming and reducing carbon dioxide emissions."

Before moving to California in 1999, Ms. Decker spent over a decade in Washington D.C., serving in a number of senior positions in the Clinton Administration, including Deputy Assistant Secretary for Policy and Planning in the Office of U.S. Secretary of Commerce William M. Daley. She also was Senior Policy Advisor on international trade and economic issues to Commerce Secretaries Ron Brown and Mickey Kantor.
Earlier in her career, Ms. Decker worked in the U.S. Senate, serving as Trade Counsel to the Chairman of the Senate International Trade Subcommittee, Senator Max Baucus. From 1991 to 1993, she was an Associate at O'Melveny and Myers, where she specialized in international trade law.
Ms. Decker received her A.B. in International Relations from Stanford University, and earned her J.D., with honors, and L.L.M. in International and Comparative Law from Duke University School of Law.
She will be based in Sacramento and her appointment is effective immediately.
