
Appointment Expands ICF Thought Leadership in Human Capital and Performance Management
ICF International, a leading provider of consulting services and technology solutions to government and commercial clients, has named Jeffrey Neal to the position of senior vice president, supporting ICF's work related to human capital and performance management. Mr. Neal provides leadership and expertise in improving the performance of ICF clients. He brings insight and innovation in the areas of governance, human resources, strategy, and performance improvement.
The appointment of Mr. Neal strengthens a continued expansion of thought leadership for ICF. With more than 30 years of experience as a human resources (HR) practitioner and executive, Mr. Neal most recently served as the chief human capital officer for the U.S. Department of Homeland Security, where he was responsible for development, execution, and oversight of all HR programs for the department's 234,000 employees. Mr. Neal also has held the positions of chief human resources officer (J-1) for the U.S. Defense Logistics Agency and deputy chief human resources officer for the U.S. Department of Commerce. Prior to that, he was personnel officer and director of headquarters complex operations for the U.S. Defense Logistics Agency Administrative Support Center.

He also has received the Presidential Rank Award (Meritorious Executive), the International Public Management Association for Human Resources Professional of the Year award, the Department of Homeland Security Outstanding Service Medal, two Department of the Navy Meritorious Civilian Service Awards, and the Department of Commerce Bronze Medal. Mr. Neal holds a bachelor's degree from Concord College in Athens, W.Va.
