The report examines the state of California's higher education framework and provides recommendations for improvement.

The report addresses issues surrounding postsecondary education, including the major demographic shift in schools and working Californians; state-based opportunities in education and training; projected shortages of workers with education and training beyond high school; and the financial impediments for students and families.
